I bought Upgrade Chips, but they are not on my balance.

When you purchase a Special Offer that contains Upgrade Chips, they will not be automatically added to your balance.

If you wish to add Upgrade Chips to your game balance, go to the Black Market --> Resources --> Upgrade Chips

and push Activate.
