I bought Upgrade Sketches, but they are not on my balance.

When you purchase a Special Offer that contains Upgrade Sketches, they will not be automatically added to your balance.

If you wish to add Upgrade Sketches to your game balance, go to the Market --> Resources --> Upgrade Sketches

and push Apply.
